The mission of the Richmond Metropolitan Transportation Authority is to build and operate a variety of public facilities and offer public services, especially transportation related, within the Richmond metropolitan area, each of which is operated and financed primarily by user fees. RMTA is an independent authority and political subdivision that was created by an act of the Virginia General Assembly in 1966. It was formed originally to build and maintain a toll expressway system to serve the Richmond metropolitan area and currently operates and maintains the Powhite Parkway, Downtown Expressway and Boulevard Bridge. Over time, the legislature has given the RMTA the authorization to own and operate parking facilities, stadiums, arenas, and train stations. Currently, the RMTA operates Main Street Station, a registered National Historic Landmark owned by the City of Richmond. The RMTA has an 16-member board of directors appointed by the City of Richmond, Henrico County and Chesterfield County.
